Scammers have been using such schemes for a long time. Especially when only a professional engineer can tell the difference between discrepancies in form and content. Such a thing happened during the PrivatBank tender for the purchase of Arrays for Databases, which was held last autumn. According to the terms of the tender for an IT-product, a list of specifications that correspond to the terms of reference must be determined. Since the purchased equipment (storage) must ensure reliable and fast operation, each piece of equipment must work with a certain performance rate. Thus, it is the performance of the proper level that is the primary criterion by which the bidders were evaluated and selected.
As a result of a conspiracy between the IT-service of PrivatBank, represented by Sergey Kachanov, who is being protected by the head of IT-service, Marius Kachmarek, the supplier of IT-Development, represented by Alexander Kailuk, and the representative of the manufacturer Sophela, represented by Vadim Yalovetsky and Oleg Zalesny, following the results of the specified procurement procedure in the list of selected specifications a system based on HPE Primera A650-4N was added, which does not meet the requirements of the stated specification. This amount allows you to cheat in a big way, and live a fancy life. Imagine, a little change to configuration can provide such an increase to profit. Yes, for sure, this will affect the speed and accuracy of data processing, but these will be problems for the bank and users. But in fact, money was not lost, they just changed the owner thanks to the old fraudulent scheme, modernized by IT technologies.
We hope that the investigating authorities will not disregard this and similar machinations and will bring the criminal prosecution to its logical conclusion. It’s time to understand and expose the fraudulent structures that have sprouted and rooted in the structure of the state bank. PrivatBank officials ambitiously state that “every second Ukrainian is a client of PrivatBank and every first is its shareholder.” If it is so, why does “every first shareholder” not receive due stated care from the bank in the person of its board. As they are obliged to protect our interests. Perhaps the whole point is that more than half of the management team are foreigners who, in fact, are not included in the list of shareholders. While this majority does not care about national interests, they quantitatively simply suppress the rest of the employees. It is clear that in the above-described tender, none of the responsible persons “notices” the understatement of the productivity of the purchased IT-system by 30%.
